MOST LIKELY, the reason for your loss of breast tissue was the loss of BF. Not related to chest training alone. But, since your BF is so low, the breast tissue isn't back, and the only thing showing is pecs - which is why they seem to be overdeveloped. If you had more boobage, then the pecs wouldn't "stick out" as much or be as noticeable.
In an average female with moderate BF (15-20) you will not notice pec development as much. Case in point, if you look at my pics, my pecs are not that noticeable, even when my BF was 14-15%. And I lifted HEAVY HEAVY HEAVY and HARD. I was using 45s in each hand for flat DB press, even got up to 50s for a little bit.
