i don't understand carb fiber thing ?

whats is the differance between carbs count and fiber count, for instance bran has 35 grams of fiber from 45 grams of carbs does this mean that it only contains 10 grams of carbs that can be stored as body fat or something, should i be counting all 45 grams or just ten grams ???
 
am i ok if the carbs i am erating is 1/2 cup oat meal once in the morning and once around 6 pm and whatever carbs i get from planters penuts, oh and i eat some lowfat fruit yogurt around 5:30 am

also flank steak is the shit!!!
8 oz carries about 60 grams of protein and only 24 grams of fat i eat flank about twice a day
 
flank steak is great as a protein source-are you doing a keto diet?or just trying to lose fat?oatmeal pretty much will keep you out of ketosis
 
just tring to loose fat, i can't do keto cause i can't think quickly and clearly all the time and driving children around in a bus all day i cna't take the time to get adjusted to no carbs i almost got into an ccident from being mentaly groggy last time i went keto for like two weeks, any this is my numbers
i am now 300 even 5'10" and not sure on body fat, i try to get

300 grams of protien from flank chicken tuna and mrp
150 grams of carbs from oat meal, yogurt mrp and grape juice (post work out)
and
usualy about 60-70 grams of fat from meat, penuts, and efa

i want to get down to 230
