First, if I'm not already telling you something you don't know, you can't spot reduce. Abs in particular seem to be a genetic thing - you either have awesome abs or you don't. But in general, men tend to collect fat in the abs area, women tend to collect it in their hips/thighs, sometimes abs. Especially when you are cutting & see results in some parts of your body but not others, that means you have a higher concentration of fat cells in those areas. So, as you are dropping bodyfat, the same % is being dropped across your body, but where you have higher concentrations of fat cells, that % will look like less fat has been lost there than in other places.

So getting back to the lower abs thing, its all about diet. If you are looking great across the rest of your body, you still need to go a step beyond in your dieting to get that last part to look as cut as the rest of you.

So assuming you are dieting correctly, you can look to a thermogenic to help w/ the fat burning. Depending on your sensitivity to caffeine, you can look at Thermorexin or Levorex. The dosage should be what you can handle (everyone responds differently) - a good way to start is to take one in the morning and one around noon. Thermos tend to make for restless sleeping if you take them any later than 2-3 in the afternoon. I wouldn't recommend waiting more than 30 min after taking one to eat though - I've taken T-rex on an empty stomach to kick in my AM cardio & I start feeling sick within 30 min if I don't eat something. You should also "cycle" thermos - take whatever dose you are comfortable w/ for say 6-8 weeks, then take at least a couple weeks off to let your receptors recover.

Yohimburn is great for some topical fat loss - people report tighter results in those annoying areas like abs -- definitely give it a try!

r-ALA - I recommend this in general - its such a great anti-oxidant!
