As said before, potatoes/pastas are high GI carbohydrates. A better carb source would be multigrains (oats, like you listed) and vegetables (preferably the green vibrous kind).

Losing 4 inches in 4-6weeks seems like youre pushing it a bit though - unless you're willing to sacrifice ample amounts of muscle, or plan to deplete yourself of all your subcutaneous water.

Loosing that fast I'd be worried about stretch marks.
