I am going to buy some metal (not plastic/concrete) weights second hand.

When i say the "rule" i mean ,the set amount of reps you can do..
eg. If you can do more than 8 Reps the weight is too light for you?? is that true?
As i have been using 20s for 3 months and find they are now too easy.

If you can do 8 reps it is prob time for more weight......but as Hulkrow said, dont try to do too much too quickly.

If you are buying in weights, make sure you buy a good range. The small plates are just as, if not more important than the big plates.

Try to buy olympic set. Better quality. If the plates are painted black they are probably cheap, the grey ones are usually better as far as i know. I would get Ivanko or some good brand like that.

Yeh I have Weider ones..they serve their purpose....their painted black and the paint gets all over, but hey you get what you pay for lol

working out at home is nothing compared to the gym in my opinion. but some ppl are pressed for time so i guess that is the only way they can go.

i would think around doing 10 reps easily that its time to add some more weight.
