Kegel actually refers to the P.C. muscle. but in no way is named after Dr. Kegel. he merely advises to strengthen that muscle post partum in order to return the vagina to desired tension/strength. as for PC's for males, it is only for ejaculatory control. otherwise there is no reason to refer to said PC muscle as if Dr. Kegel was the founder. he merely made a recommendation and no anatomy book makes reference to said muscle as the "kegel muscle". a joke is a joke but can obviously be taken out of context. i think most of us know that the penis isnt made of muscle, actually corpus collosum, a cavern of blood gathering connective tissue.

as for recovery times and muscle groups...there are too many factors to make a generalized statement. do some research on typse of training and fiber types and make your own decision. there is no cut and dry answer.
