Mental Retardation usually runs in families and can be cause by illness or has been linked to certain vaccinations. It is not caused by a drug done from a parent. I think, not sure, this includes most street drugs (herion) and alcohol. Although, there is some research that fetal alcohol syndrom does affect mental retardaion. all guess at this point.
