What exactly does going to failure mean ?

I mean for instance when I'm doing OH Presses I consider failure when it's very hard to lift the barbell past my neck, let alone over my head.

But let's say when I'm doing bent-over dumbell rows for my back is failure when my back is really burning like it's on fire ? Is that the time to stop. go onto my next step until I feel the burning again & then stop.

Just wanted to know if burning feeling is the same as going to failure ?

From what I understand, muscle failure is when you CAN'T lift the weight anymore. My cousin was in the army and he got in trouble for something and they made him do pushups till muscle failure, he said he literal could not feel his arms and they just collapsed and he feel on his face in the dirt.
I dont know about the burn though that is a good question!!
 
There are 3 diffrent types of failure:
Concentric failure meaning you can't do another rep.
Static failure meaning you can't hold it steady.
Eccentric failure meaning your arms are spaghetti, can't even hold it.
