How is the fat in Ground beef calculated?

This has confused me for a while, but I buy 93% lean Ground beef and when you look at the label it reads Total Calories 170, Calories from fat 90. It would seem to me that it should be closer to 50% lean instead of 93%. Does anyone know how they are calculating this?
 
The government calculates the fat in ground beef by weight. A four ounce serving of beef is about 122 grams. If 8 grams of that is fat, that makes it 93% lean and 7% fat. But nutritionists calculate fat by calories. And in calories, that 93% ground beef is 45% fat. Here's how it's done:

8 grams of fat x 9 calories per gram = 72 calories. One serving of 93% lean ground beef is 160 calories. 72 divided by 160 is .45. So 45% of the calories in that beef come from fat. I don't know why the label is calculated the way it is. I myself think it's deceptive, because people don't think of fat in terms of weight of the food.
