He's bringing the Iraq troops home who will be promptly deployed to Afghanistan which they just admitted we're gonna need to be there way longer than they were saying just a few months ago. 1. There couldnt be an agreement between Iraqi parliament and the US about judicial imunity for the troops
2. That reason is stemmed from the fact that they want us gone now, and we needed/wanted to be gone.
3. He said he would bring them home, and its along the same time line as the Bush administration.

Political stipulation is the wrong guess.
