I need bigger arms, my chest is starting to look way too big and out of symmetry.
For bigger arms everyone always says do more rows ect.
Same thing for triceps.
What about when you are happy with your chest/back?
Do I increase isolation exercises? Decrease chest work so the lagging muscles catch up?

At the moment I'm doing a push-pull-legs focusing on compounds with a few isolation exercises
 
Try skull crushers for triceps and weighted dips. For your biceps try to dropset them to increase your pump and really eat a lot.

Test prop some tren and throw a little clen in there Wala!!
Just don't go in any saunas in thailand and you should be alright

If your chest and back were big enough, then you wouldnt have small arms. Eat more, train compound moves, and throw in a couple curls at the end. The key to big arms is food, rest, and heavy compound moves.

Doing arms once a week has helped me alot. They might be overtrained.. For bis stick to straight bar curls/alternating db curls. For tris I like doing closegrip bench/skullcrushers

This doesn't make sense? I am happy with the size of my chest and I don't want it to get any bigger. And to increase my arm size you think I should do heavy compound movements, like bench press? This will only make my problem worse.

I have never in my life met or heard of a human being with a 60 inch chest and 14 inch arms. My point is if you have a massive chest/back, then big arms are a byproduct. What are your current chest and arm measurements?

I would go with Isolating sets like incline dumbells,seated tricep press with straight bar behind head,preacher curls with the seat low anything to keep your back and chest out of the mix.
