Fiber is not used as a carb by your body, so no you don't count it as carbs. Most carbs will give you around 2 calories per gram in the form of short chain fatty acids. These fatty acids are produced by the bacteria in your gut that can digest the fiber. These calories have absolutely no impact on blood glucose or insulin.

Not only it does not induce an insulin spike but fiber can lower this slin spike if it is taken with an high GI carbs

nope, on nutritional labels it has been omitted for you, sneaky lol :)

Not in the US. On our nutrition labels, total carbs are always listed, and below that it's broken down into fiber, sugars, and other carbs.

It is going to change :

"We believe that a standardized label that lists fiber independently and
excludes it from the 'Total Carbohydrate' declaration listed on the Nutrition
Facts label will remove much of the confusion over carbohydrate content claims
and help consumers to make better educated food choices," said Rhonda Witwer, Business Development Manager of Nutrition at National Starch.

...and I've heard that the FDA's may adopt this new labeling rules
