Liberator, I'd definitely say make dips a big part of your routine. Without getting into this debate again, I'll simply say that inclines will not make your chest any fuller than declines or flat bench will; in fact, they're an inferior movement for the pecs. You cannot hypertrophy specific portions of a muscle; so if your chest is lagging behind delts, try to focus on these:
Decline Bench
Weighted dips
Cable crossovers/flyes
Flat DB bench.
These engage the delts much less than inclines do.
