I don't have the guns of Jay, yet, but I train biceps twice per week at the end of both Squat/deadlift training sessions. I train them using dumbells most of the time, using sets of 8 with 15 seconds rest between sets. I have pitiful biceps, genetically speaking, but have still managed to push nearly 18 inches at 5 foot 7.
Like Jay, I doubt they have anything to do with strength, but who doesn't want as big of a set of arms as possible?
