Yup, Cheetarah hit the nail on the head - there's no such thing as toning.
Oh, but Light weights/high reps WILL do shit.

Here's the deal... breasts are made up of mammary tissue (not large on ANY woman) and FAT. Big breats are breasts with lots of fat in them [*real* big breasts, I mean
]. That's it.
Typically (yes, there are exceptions, but rare) the higher your % of fat - [the more fat on your body] - the more fat will be in your breasts - the larger they will be.
In reverse, the LESS fat you have on your body, typically the LESS fat you will have on your breasts - the smaller they will be.

Here's the deal with toning & why it does NOT EXIST.
You have X% of fat on your body. YOU CAN'T DECIDE WHERE THAT FAT RESIDES! Genetics makes that decision FOR you. Unfortunately....
Working with weights to BUILD lean mass will change the SHAPE of your body, but won't necessarily make fat go away (healthy diet can though, when mixed with training... but that's another issue).
IF only building muscle automatically made fat go away from the area where the muscle was built (all other factors the same).... then I could squat & lose ass flab. Alas, that is not so
