Why Can't They Catch This Sniper?

as far as i know FBI have snipers and im sure they are giving their two cents on this whole thing. Putting in the Navy Seals is ridiculous and would never happen anyways. What are you going to have, Navy Seals crawling around in parking lots etc, please. Let the FBI ATF local cops crunch the numbers and do their investigating. If shit hits the fan, they each have their own urban warriors that can handle the situation if needed. This sniper will mess up sooner or later. Anyways, it will unravel soon enough, or just stop completely.
