In some states they are considered drug paraphernalia, so it depends on the state. But without the actual "drug" being offered, there isn't much of a case.
Most definitely a kit COULD be illegal if it contains directions for usage....Synthol is sold for topical use only. In some states you can be arrested if you have a syringe on you....what kind of bullshit is that?
