lagging body parts

I seem to be hitting a brick wall with my chest/shoulder workouts, and arms. shoulders actually respond pretty well with the training that I do to them, but chest seems to lag. (I know I shouldn't have done this but) I kind laid off the chest because my chest seemed to grow like weeds whenever I trained it. I can still get some size, but I am lifting the same amount of weight, and not really progressing.

my real problem is arms. these are my weakest body parts. I want my arms to be a little out of proportion from my body because they are under proportion right now. they are growing, just not up to par with the rest of my body. here is my workout:

reverse bench
135x5
155x5
185x4
205x3

tate presses
30x5
35x5
45x3x2

incline bb extension
55x6
65x5x2

bb curls
75x6x2
85x4x2

seated db curls
30x6
35x6
40x6

cable curls
50x7
60x7
70x5

and that is it. what are my weakpoints in this routine? could someone devise a routine for my laggin arms?

btw, I have been kind of following what B Fold has been putting up and have adopted a couple of his suggestions for routines. also, I heard that westside concentrates and bringing upt he weakpoints, is this correct? where can I find more info on this way of training?
 
I am looking more for arm size, and chest? well, size and atrength is nice, but that isn't much of a problem compared to my arms. arms just don't grow
 
The movements you outlined above...is that to say you do chest and bis on the same day? ...and tris too? Or is that just a random list? What is your split?
 
I dedicate a seperate arm day. usually Ihave been doing chest and shoulders, but now I think I am going to go back to chest and tris, back and tris. here is what my week looks like

sunday-arms
monday-legs
tuesday-rest/cardio/beach(whichever)
wednesday-chest/shoulders
thursday-)see tuesday)
friday-back
saturday(see tuesday)

if I go back to chest and tris, it will be a little awkward since I want to keep it at a 4 day split and with back and shoulders, doing presses will totally fry my tris and I won't be able to train at my full potential. that said, for back/shoulders should I just do raising exercises for shoulders(i.e. uprights, laterals)? or should I just do less exercises on a chest/tri/shoulder day and try to knock those out so I can still hit back/bis? I want to train arms as much as I can. I am slowly increasin my food intake and I am seeing results elsewhere on my body, so this shouldn't be too much stress on my body, or is it?
