Cardio does them both...so I say hit the cardio hard.

It will obvously help shed the fat...and it will increase your RBC count and plasma volume...making those veins stick out a little more.

I HAVE heard that EQ will help with this, possibly by increasing RBC count...but I wouldn't rely on it by itself...besides, an artificially raised RBC count is dangerous.

update:, I am now going into my 5th week of the EQ/I am starting to notice harder mucles, and while training my veins from my upper shoulder going down to the middle of bicept, and continuing to my hands are starting to expload, (more so on arm day), but my veins on fore-arm are more noticable while out of the gym...

more cardio, and 5 more weeks to go...in three weeks will add in the winny...can't waite...
 
I think that intense training is the key to vascularity. I have always done legs but I always kind a half ass it untill about 4 month ago when I wanted to try a local show.So I stepped it up a notch and and increased the intensity in my leg workouts.With in 2 months I had a very noticable increase in vascularity in my legs.
