Well, if you're currently 183 and want to drop 5% BF you're looking at 9lbs of fat, which would bring you down to ~174...but you want to be 190+ @11% so you need to gain at least 16lbs of lean mass while dropping 9lbs of fat. I won't say it can't be done, but that's a tall order. Best bet is to cut, maybe with a CKD diet and a little test /clen to help maintain muscle mass and then clean bulk with a near perfect diet and a well thought out cycle...maybe including winny, test, var, Tbol, fina...not all together, just examples.
