I don't know much about Hong Kong..... As far as I know... there is a 15% flat tax.... Thriving capitalism.... No Wefare, No Medicare, No Public Assitance... you don't work you don't eat...
Oh yeah, and the governmet stays the hell out of your face... business and economy seems to regulate it self.....

You are totally right. 15% tax, a new plan similar to social security, but it is about 3% or so and they actually invest the money. There are some regressive taxes (fees for properties, etc.). And there is public housing and welfare, but it isn't a lot of money.
