Subtract dietary fiber from carbs or no?

When counting carbs, should I subtract the fiber always? I have read that a person should subtract them, and I have also heard that a person should subtract the fiber when the fiber is 5 grams or more. What should I do? I have a goal of calories (1600), protein, carbs, and fat, and although I'm not necessarily forcing myself to get it right exactly, I would like to be as exact as possible in my recording because I will notice how my body reacts.

However I start recording carbs is important because I'll want to do it the same way for the rest of my life.

I don't want to account for extra carbs; however, at the same time, I want to be safe.
 
Yes. Fiber cannot be digested and has no caloric value. Shouldn't be counted toward your overall calories.
 
The Nutrition Info on packaged goods have already subtracted this for you. Also sites like calorieking and fitday subtract it from the total automatically.
 
there is a sythetic fiber being used in low carb tortillas
it has non of the benifits people typically associate with fiber
