I need an inexpensive diet to lose fat whilst gaining muscle

not that planned out. Morning is all the essentials, efas, banana, vits, oatmeal and milk protein shake. Other than that I have a post workout shake, shake before bed, and lots of potatoes rice carbs and some meat, 300+gram of protein and 400+carbs a day, fat 100+ 3500-4000 cals
