Personally I would think this would be a bad idea. Not cause your friend wouldn't see gains, but why would he want to diet then bulk right away? If he is going to do a bulk cycle I would recomend him eating clean but getting enough protein, carbs, and fat in his diet so his body isn't shocked too much by the increase in calories. If he is afraid of getting fat by the bulk cycle(which I contiplated before) just remember that after the cycle he could diet down a little or add some cardio somewhere in his cycle. I just think he should get enough calories and maintain a good weight before a bulking cycle so your body isn't shocked too much. Just my opinion.
