1. Taxation will inhibit hitting at all. Some will still do it but it will become an oddity. Anyone who fails to return a hit will probably never get hit again. This will do nothing to restrict tight circles of hitters but only make them better organised. I think this is not a good direction to take.
2. Would slow things down but we need better than a slowing down. To halt inflation, we need that net K into the system is as near as possible to net K out of the system and, ideally, without inhibiting hitting. A slow leakage would give us a gradual deflation.
