I'll try to get you the article, but many surgeons (especially those working in penis enlargment) agree that by adding lenght you lose erectile power. The penis is mainly a cavernous body so the analogy with normal muscles is not really accurate. So even if those pills would work you wouldn't have more "hollow spaces" to store blood.
