Big shoulders small waist

Here is my routine for back and shoulders, I do mostly lower volume since I dont progress at all when I add more volume. I change exercises about every 5 weeks but here is what I am doing now

Back 2 times over 3 weeks

Bent Over Rows 4x8

Pullups 2 x AMAP

Shoulders 2 times over 3 weeks

DB Presses 3x8

Lateral Raises 3x10

Face Pulls 3x12

i think i have the same problem where my chest gets fat when i bulk, and although my shoulders do most of the work, they grow the least!
so i decided to focus on my lats and my upper chest. incline dumbell presses and hand stand pushups make up the most of my gym time now!
 
I hear rack pulls build good upper back but I'm not sure if they hit the rear deltoid. Would a rack pull be something the OP could use to help build big shoulders?
 
The side delts are very underrated...they give you a nice wide square look as well.
