Help with chest

I can't seem to get my chest to grow like the rest of my body. I have changed my routine many times. Now I am doing flat bench 4x4, Decline 4x4x, and dumbell flyes4x4. I used to train my chest 1st in the week (Mon).
Now I train it on Thurs. Shoulders Mon, Legs Tue, off Wed. My chest always gets sore but it won't fill out and grow.
Any suggestions?
 
Switch up your declines for inclines. Use some dumbell movements like do flat bench and incline dumbells one week and switch over the next. Make sure you are working heavy on your last set so that getting four is very hard.

try incressing the reps a little maybe 8-10 and change things up like movements and try things like perimiding drop sets forced negitives keep doing differant things all the while incressing the weight (this is where a good trainning partner comes in handy)and you will have to grow.
