I am NOT trying to pass judgement. I know better than most how difficult a position everyone is in. But I will neither sugarcoat nor will I hand-hold.
From what I have read, this child needs to have someone - ANYONE sets some boundaries on her ass or she may end up in far worse circumstances than smoking cigarettes or spending and excessive amount of money on a bikini.

parents think they control their kids in that aspect, but in reality, they just control whether or not their kid would let them know

In most court situations, the receiving party arranges for transportation for kids during a hand-off. Having said that, your wife is getting a 'visit', not a hand-off, so you could probably put the burden of transportation both ways on her.
Now... having said that... if she's only getting two visits per week total, you clearly won the custody war. My advice would be to be the graceful winner and just pick her up as necessary. Girls that age need their mothers, even if their mothers aren't great role models. The best you can do is be gracious, and not allow yourself to be painted as the bad guy. Just look at your ex everytime something like this pisses you off and think to yourself: "I got 10 out of 14 days you pain in the ass!".

If mom smokes, and lets her smoke on her time, convincing her to quit (especially if she doesn't want to) will be harder than you think.
And tanning... I dunno. If she's tanning once per week on a moderate setting for a moderate amount of time, it may not be a battle worth fighting. If she's nuking herself 2+ times a week all in the name of being "dark", then you may want to rally your forces and fight the battle.

here is where it gets sticky the CHILD is also old enough to play one parent against the other to get her way ..in what is obviously a bad break up .. I would say for bite me to move further away to make it harder on the mom ...and force her to take a larger roll in whats going on ..it seems like some of the problem is that it is convenient for them to do this ..there time together is not special ..they are LESS THAN A MILE AWAY ..if the CHILD gets into a fight its a short walk to moms house
