for like the last week i've been drinking milk post-workout, and for the last three days i've been eating cottage cheese in the morning. I definitely have noticeably less definition, at least my adominable region. Could this dairy be a culprit? Another possibility could be that maybe it's because i have not been training as hard due to a broken finger

i'd say yes

lactose free milk doesnt have the lactose (obviously) but has as much sugar
is there any advantage in this

is rice milk a good milk substitute?

Yes for sure - milk has tons of carbs (which all sugar). It will bloat you.

I cut it (which is s aham e cos I love it!)

yup.

fyi milk pwo is not a good idea. I assume your using fast acting protein (isolate/ isolate blend) mixing the milk is pretty much hindering the effects of the isolate
