Blown belly

I've been having problems with blown up belly for years. Despite of 9 % body fat my belly looks rounded. If I squeeze it, abs are well noticeable, but that is not the case in steady state. Are there any special exercises to correct this weakness and make abs flatter? Perhaps core exercises would help?

If you have a blown belly, you need to lose the unwanted flabs in your abs and afterwards you can tone it so that you will have the chiseled-abs.
 
If you had a higher % of fat before cutting you could still have fat deposits internally, in between the organs in that area. Consistent diet, that is burning more calories than you take in, will address it, but it takes time. Also, when you do ab work, or compound exercises that involve core, be mindful to hold your abs in. This trains them to not be distended.
 
^^ This, Arnold was a big fan of the vacuum workout and credits it as a big part of his look being different from those of other bodybuilders at the time.
 
How do you know you are at 9% BF? I agree with bhuddabuilder. You can have very little subcutaneous fat, but still have too much intra-abdominal fat. If that's the case, your BF% would come out higher if using a method like underwater weighing, compared to calipers.
 
Carb and sodium intake, estrogen levels and anything else that will cause you to retain water can put a lot of that water into the Sub-Q area in the midsection. Controlling those things can reduce that if those are contributing issues to your problem.
