Arnold's Training Program?

I bought the Encyclopedia of Modern Bodybuilding and was looking at the workouts in there. Arnold recommends doing Squats 15/12/10/8, and the same with bench, incline, and many other exercises. For a level II type training program(a few years experience training), he suggests training chest/back, arms/forearms, and legs/lower back 2X each per week. I've been doing this program for about 3 weeks and really like it, but I just don't understand the logic of doing so many reps with the power exercises. Can someone please help me out and give me a supporting argument for this program? I listen to the guy because he obviously knows his shit, but it doesn't seem that anyone else follows a similar program.
 
Remember that people are bigger, stronger, faster, and leaner NOW than he was then. Just because Arnold said it...doesn't mean that it is true. I may be wrong...but he was also owned by Joe Weider...similar to Don King maybe?

The thing is, this book is fairly new(written in 2000, I think). I'd also attribute todays BB's being a lot bigger to the improved "synthetic help" that's on the market today.
