"toxic if swallowed" means it killed half of the rats that had to eat it at in between 25 and 200 mg/kg bw .. I read somewhere on the internet that an effective dose for fat burning would be 10 mg/kg bw? ??? Mmm, tricky business if you ask me!
To get to your question: no teratogenic effects are mentioned here, which doesn't mean they cannot exist!. But at least chances are high this has been thoroughly investigated and either not found or not thought of as enough evidence. Also, if fetal toxicity 'only' occurs at levels which are maternally toxic (and the effects by DNP at fatburning concentrations ARE seen as toxic effects!), teratogenity won't even be mentioned, as it's evidential the fetus will be damaged when the mother herself is! Bear that in mind.
Danger of cumulative effects has been explained in a post above; it's because the stuff will stay in your body for such a long time.

They do not mention effects to fertility either, but my remark above applies.
"ORL-RAT LD50: 30 MG/KG" means it kill half of the rats that ate it at 30 mg/kg bw, died.
OK, found something else, a list of teratogenic compounds which DOES contain DNP:
http://www.adpc.purdue.edu/PhysFac/rem/home/files/terat.htm (2,4-dinitrophenol) ... I think it depends on the definition of teratogenity. The one used in European law is the one I mentioned above about fetal vs. maternal toxicity. Perhaps the definition used by this website is somewhat more strict.
I don't think DNP will damage eggcells, as I couldn't find any data at all on such effects. But due to the cumulative effects, it can still cause problems when getting pregnant!
Conclusio: I wouldn't use this stuff even if hell would freeze over, no matter if I ever would want to have kids or not. I seriously agree liposuction would be a better idea then (well, I wouldn't do that either, but just the thought of it is múch less frightening than taking DNP
