Weight training/running

I'm a military member and when I check into this command a year and a hald ago I was a good 230. Bulking up for my first contest.
I strayed away from cardio work in my pursuit of weight gain.
However this tropical climate is alot different than where I was before here. So as a result my run suffered. (BTW its necessary I run a 1.5 mile in under 12 mins.)
The run was always a none issue, but now I struggle even at my present weight of 220lbs. I'm stuck at a plateau of 13mins. still passing but barely. I'm reluctant to loose any more weight considering I dieted down to 210lbs. for that PRT.

Any ideas of how I can do both efficiently?

I'm running a mandatory 10miles a week now and trying to lift at least 4X a week.

Any advice would be appreciated.

I didn't mind being 210lbs but an even more lean 210 would have been alot better.

I've considered trying MAXTERON, has anyone tried this?

BTW I'm 5'11" 220lbs. good shape overall my abs are visible but a lil smooth (not too smooth) except in the legs they are fairly deep in seperation.
 
I can tell by your PRT that you are in the Air Force, right? You have to strike a balance between running and lifting. I know about it I am in the Army. I don't carry as much mass as you, I am 6' 200.

Actualy I'm Navy and I'm not quite ready to post pics as of yet. Almost I just need some more sun and there has been a tropical storm hovering over Guam all week.
