In my experience in tkd you learn in technically-orniented classes to punch with the whole body in a forward movement. However, sparrers who have scored with punches seem to spin their hips round as if doing a spinning kick and acting like their fist is a rock-in-a-sock attached to the hip joint, if you get the idea.... I am now doing karate and we did hook punches last week, these are fun and generating momentum is easier....
I am no expert but other tkd folks I know found asking boxers for tips helps - remember tkd doesn't allow backfists etc to the body though, when talking to them.
Good luck in getting any judges to score punches though, most of 'em seem to think kicks are the only techniques that are allowed to score
