Um, First Amendment = Federal issue. (And to get technical, the 1st Amendment has been incorporated by the 14th Amendment to be applicable to the states.)
He can't come out in favor of a constitutional violation, even if it will negatively impact his approval ratings.

It's a go ... if they are zoned correctly and pass applicable building codes there will be a mosque erected there.

It's an emotional issue. You can draw an analogy to floating a ring of Rising Sun buoys around the USS Arizona...maybe not the best analogy, but the sentiment is the same.
