Is PAPERVAR or OXYANDROLONE powder out yet?

I was searching through the archives and for a while there was a lot of talk about papervar and anavar powder being out by this time. I contacted what few sources I know but no one seems to know anything about either of them cept one guy who said his source for the powder got busted so he can't get it anymore. So are either of them out yet, and if so, what kinda prices?

The Anavar powder I buy in Spain(have to fly down
to buy it), is currently $325 for 5g(5000mg).
PaperVar, I have no idea as I don't really like
paper products.
