I think the point that is being made Velvett is that rights cannot be treated as priveleges.
You require a license to drive a car precisely because it is a privelege.
There is no doubt that the sum effect of policy/laws has regualted the effective nature of gun ownership to a privelege, at least in many states, but the empty headed reasoning that has allowed the government to get away with such a practice is appalling.
No one with the slightes wit would ever suggest that the justification clause in the 2nd amendment (well regulated militia) in any way limits or abrogates the right itself. It was a common device at the time in many state constitutions to explain the significance of the right itself, not to mitigate its power
