For someone on NO chemistry then 1 Gram per lb of LBm is fine in a dieting phase. When on a Lean mass gaining phase however the body will definately need more protien than that to grow and also to keep one fairly lean while gaining muscle. The thermic effect of protien is much greater than that of carbs and fat. Any excess protien will be converted to glucose via glucogenisis(sp?). Amino acid intake is VITAL to maximization of muscle retention as well as gain regardless of wether one is dieiting or not. There is no such time where lean muscle retention is NOT a goal.
