Ok let's see here.
1. Train both standing and seated
2. Use high weight low reps (you get enough low weight high reps walking around)
3. Your ankles won't get bigger unless you get morbidly obese and have that droopy shit covering the top of your foot(not recommended). The bones still won't get any bigger around.
4. You may have short calf muscles in that case you will always have that stilty look to your lower leg as you also cannot make the muscle grow longer.
5. Short calf muscles and thin ankle usually denote an predetermined ability to run. Look at most top level sprinters.
