from an anthropological view of why africans are more explosive has some relation to genetics.
homo sapien was first in central Africa, according to gentics. from there people voyaged to different parts of the world and white people evolved when we moved to colder climates where we needed lighter skin because we got less sun. this is a fact since everyone in the world can trace their mitochondrial DNA to someone native to Africa.
and with that you have people leaving africa and populating in a certain area of the planet which limites genetic variation compared to the people that are still populating the area that they migrated from.
proof of this is one tribe in africa has more genetic variation than the rest of the world.
just like anything that varies between individuals it is a bell curve. since African people have more genetic variation. there is a greater possibility that there will be more people on the extreme ends of the bell curve. does this mean there will never be a white genetic freak that is that extreme from the norm? no, there probably already has been someone, but never got into the sport. but there are less white people that extreme from the "normal" population.
obviously there are more aspects to an athlete.
