I think Longhorn is after the culture war between the traditionalists and the secular progressives. The secular progressives are winning the fight because they are more educated, more organized, and have gained control of the important offices of power in this country.

Yep. Cut down the divorce rate by making absolutely sure that people can handle getting married.

It won't drop the 50% divorce rate down to 0, but I think it would help.

This makes sense to me too. I think the divorce rates pretty clearly show that marriage isn't the same thing as it once was so maybe it is time to tweak the definition. While I haven't been married I'd certainly say I should be put through rigorous testing in order to do so. I can't do anything right.

Maybe not testing but at least some sort of procedure that requires more than it takes to get a drivers license. When people really want something they are willing to jump through hoops for it, and they appreciate it more and show they are better candidates for whatever it is they are having to qualify for.
