Stuward: hi, the thing is that i *really* need to lose some fat and water weight off, so that my muscles look more defined. I cannot gain size, strength and muscles in this present state, even though i weight around 160 to 165, i feel like i am a bit puffy and bloated. This is why i wanna lose fat even though i dont have a lot of muscles (my bench press is around 135 lbs. 8 reps)
I have a question: Is it ok to diet without starchy-carbs?
--------------------------------------------------------------------------------
is it ok and possible to get cut and lose weight on a diet without starchy carbohydrates? My diet has carbohydrates, my carbohydrates sources will be fruits and green vegetables.
Here is my diet and tell me if it's ok to get cut without starchy or with very limited amount of starchy-carbs. (most of my carbs come from green veggies and fruits, my only starchy-carb source will be around 1/2 cup of boiled rice with the lunch)
NOTE: I have slow metabolism so i can't eat a lot like other guys

If you are 6'1" you need to gain weight, not lose it. I assume you think you have to lose some fat. It can't be much so don't worry about it for now. Start with a basic strength routine like "Starting Strength". Eat lots of clean food. You have a slow metabolism because you have no muscle. Once you get stronger, the muscle will start building and the fat will start dropping. Do this for 6 months and then decide if you need to lose weight.
Reps in the 12-20 range are for muscular endurance. You do not need this. You need strength and size. Keep your reps in the 5-10 range. People who do high reps for cutting and muscle definition are people preparing for competitions. This is not you. You need to build it before you carve it.
