As someone mentioned, if you have low levels of test, GH, DHEA, etc. then I think you can make a case that bringing levels back up to more youthful levels will have a positive effect on your health. Not necessarily longevity but the quality of life would probably be increased. Lean muscle, fat loss, cartilage, bone loss, red blood count, etc.
As far as taking steroids at levels that exceed HRT, I think it would be difficult to argue the case that large doses of steroids are healthly. I think the argument there is - are they unhealthly.
I mean is breast augmentation healthy? Of course not. Can you make a case that breast augmentation is relatively safe, I think so. And I think that you can make a case that moderate and responsible steroid use can be done safely without adversely affecting your health.
The user experiences cosmetic enhancment as well as more self confidence, endurance and strength. If I can get positive benefits without any real negative sides than I think you have a winner.
