Critique my routine

Been training hard for about 1 year now. But it seems like I have trouble putting on mass. I've been training 5 days per week.
Mon-chest
tues-back
Wed-shoulders and traps
thurs-off
fri-biceps and triceps
sat-legs
sun-off
I'm eating every three hours or so. 300-400 grams of carbs/day(potatoes, oatmeal etc.) and taking in about 350-400 grams of protein /day. I've even thrown in some junk food every 4 days or so for extra calories. I'm 6'2", 215lbs and around 15-19% BF. I tend to lean down quickly so I'm not concerned about the fat for the moment, when I start cardio, I lose size quickly. I'm thinking of starting this routine .
4 sets 6-8 reps.
Mon-Flat bench, Incline, squat,BB curls,Dips
Tues-off
Wed-T-bar or barbell rows,deadlifts, latpulldowns,calves,skull crushers.
Thurs-off
Fri-Military press,upright rows,shrugs.
weekends-off
any suggestions?
