from my experience and what ive seen
calf development is mainly genetics. if you arent blessed in the calf dept it will take alot of work to bring them up and even then they might still be sub par. calves are probably the most stibborn bodypart there is.
here is a routine that put some size on my training partner goes against alot of conventional once or twice a week stuff
mon- standing calf raise-10x12
wed-seated calf raise-10x25
fri-leg press calf- 2x50
