If he was trying to at least be discreet and did it under the covers or something that is ridiculous that they would waste the money to prosecute.

On the other hand, I've had to go to jails to visit clients and the men would rub themselves as you walk by and say lewd things, etc. At the county jail in Cincinnati, the men will take it out and start jerking while they look out the windows at the women going by. They are being intentionally lewd and calling out to the women, etc. That is a different thing.

I'm all for harsh punishment of criminals..........but there's certain realities to life, especially incarcerated life...........you have to let these guys vent that shit. If you don't..........if you take away a mans right to rub his penis to satisfaction...........you "WILL" breed individuals who truly feel like they have nothing to lose and will try to kill a guard or another inmate. It's anarchy.
