Touching a woman on the elbow, sexual harassment?

Assume you were still in college and I came up and touched your elbow and started talking to you about yourself (what your name is, what your goals are, what your hobbies are, etc). Would you or any sane woman consider that sexual harassment?

whether I am in college, high school or work, I would NOT consider this sexual harassment..why?

my father's partner had a $60,000 judgment against him for hands on shoulders of a 350 lb. woman in accounting when he was giving advice. and the guy fucks 20 year old cocktail waitresses/beauty pageant queens. he had no interest in this fat hog whatsoever. it can happen. but only if you're in the workplace IMO.

Depends on if you're the employee or the employee. The employer is liable for the actions of their employees, employees aren't liable to my knowledge, lawsuit wise.

hanging a frivolous sexual harrasment suit as an albatross around her neck

they're doing the same destructive moves in the marriage marketplace and the employment marketplace
it's only a few and I believe the majority of woman don't attempt to capitalize on divorce and/or seize a sexual harrasment suit as an opportunity to make a quick score
but it happens enough times to cause men to pause with concern
