Touching a woman on the elbow, sexual harassment?

Out of abject curiosity when I am in the mood to talk to women usually I touch them on the tricep or elbow before I start talking to them. As of yet I haven't met any rude/angry women doing this (only done it 20 times or so), and most seem to like it. HOwever could this be construed as a threat or as sexual harassment in any way? Many of these women are total strangers and yeah, this is how creepy I am and try to be.

in Venezuela it's fairly normal... hell, we spent the first 20 mins when you arrive at the office kissing all the women. In the US might be Lawsuit-material (what will all your lawsuit bullshit).

My personal view is "If you are not touching her elbow with your cawk, you are good to go"... then again, I might be wrong
