1st of all don't post if you have no clue what your talking about. It is fairly common for the ncaa to grant players, who have already been redshirted, an additional redshirt if they have a serious enough injusry and it is early enough in the season. Now to the important part.
I have to agree with ulter on this one guys. I've played and been involved with ncaa programs for quite a few years, I've never even heard of them going with anything other than a urine test for their first test. Honestly, I've never personally seen them go beyond that. Ususally if you pass that your fine if you fail it you pay the price. Unless you appeal it and then you may see a blood test. I can't imagine the ncaa would ever spring for a hair sample unless it was a high profile case. Say they caught the star player from the national champs and he protested the results and it was all over every media source in the country, then they may consider using a hair sample.
